Reader’s Digest is moving its IT operations spanning 45 countries to India in a seven-year, $350 million outsourcing agreement with India’s HCL Technologies.

Albert L. Perruzza, senior vice president for global operations, IT and business redesign at Reader’s Digest, which publishes 92 magazine titles and 65 web sites, said, “We expect to see dramatic reductions in our total IT costs, even as HCL helps us to bring our IT standards up to world class in terms of cutting-edge technology and practices, functionality and service.”

Outsourcing industry rebounds

Despite fear of a recession in the U.S., jitters on virtually all major stock exchanges worldwide and widespread cut-backs in corporate spending, EquaTerra's 4Q07 Pulse surveys revealed that outsourcing demand is rebounding, with continued strong growth in EMEA and a substantial increase in North America. In fact, 70 percent of EquaTerra advisors cited increased demand levels for Information Technology (IT) and business process outsourcing in 4Q07, with demand up 19 percent over 3Q07, up 24 percent over 4Q06, and at the highest level recorded since 2Q05. Further, 59 percent of service providers cited new deal pipeline growth in 4Q07, and 57 percent expect demand to increase in 1Q08. EquaTerra attributes the increase in outsourcing demand levels to a variety of factors including: Weak economic indicators: Although expense reduction isn't the only driver for outsourcing, many organizations are reemphasizing outsourcing to increase their bottom line; New functions outsourced: Buyers are focusing on new and growing areas like legal and knowledge process outsourcing, document and electronic records management, industry specific offerings and knowledge intensive services; Service provider readiness: EquaTerra advisors are seeing some improvements in overall service provider capacity, in part driven by improved pricing and contracting terms; Smaller, more numerous deals: The outsourcing market continues to evolve with more but smaller deals spread across a greater number of service providers and delivered on a more global basis.

Said Stan Lepeak, EquaTerra's Managing Director of Research, "While the current state of the economy is forcing Western commercial enterprises to cut budgets for capital investments and many types of discretionary business and IT services, the projection for outsourcing investments remains positive and is improving. This highlights the importance of outsourcing as a tool for cost reduction and avoidance, as well as the ongoing broadening of the outsourcing footprint beyond traditional BPO and ITO areas. Although the outsourcing market will remain choppy over the next two to three quarters at the individual buyer and service provider level, demand growth will increase at the macro level. It is important to note, however, that the outsourcing demand improvements we saw in 4Q07 will for the most part not result in new deal closings until late 2008 and into 2009."

Based on the 4Q07 Pulse Surveys, several EquaTerra research studies and client interaction, following are some anticipated 2008 trends: Outsourcing will continue to be recession-proof; Public sector demand will continue to grow, and shared services and internal transformation in this sector will get stronger; Recent turmoil in credit markets will selectively slow outsourcing in the financial services sector in the short term but drive more ITO in the long term. Financial services firms will also continue to pursue offshore captives but often within the region rather than in India or China for various regulatory and risk reasons; Global multi-shore and multi-provider outsourcing will become more the norm than the exception; Indian service providers will set up more local delivery services centers in the U.S. and EMEA, and will also expand offerings into new areas of ITO and BPO; Canada's appeal as a near-shore destination will lessen due to currency appreciation; A confluence of factors will lead to the expansion of service delivery capabilities beyond India to regions like Central/South America, Central/Eastern Europe and China; Governance of outsourcing deals will become paramount as buyers seek to maximize value and minimize value leakage; Capital expenditure avoidance (e.g., enterprise software upgrades, migrations) will become a key driver for increased ITO and BPO, as will the continuing challenges of appropriately skilled talent and workforce shortages. Gartner Predicts Strong Outsourcing, Weakening Business Intelligence Markets

I don't know what is more disconcerting: the large number of predictions and prognostications that we usually see being publicly made about the forthcoming IT spending year as one year ends and a new one begins, or the lack of such auguries--at least publicly--from the usual suspects in the IT consulting racket. But at least some of the analysts at Gartner have the itch to predict, and they made some calls recently about the outsourcing and the business intelligence software markets.

The amount of money that companies worldwide spend on outsourcing is just staggering. In 2007, the global outsourcing market accounted to $408 billion in sales, according to Gartner, and will grow another 8.1 percent in 2008 to reach $441 billion. Interestingly, the number of big bang outsourcing deals done by large public companies with a single outsourcing provider are down, according to Gartner, falling by 50 percent in 2007. Some of the decline is also due to the fact that outsourcing is common place, and deals are not reported as if they were novel--any more than companies talk about switching from one server platform or ERP system to another. But you can bet that the outsourcing giants based in India will continue to try to make some noise, as their businesses are growing at an approximate 40 percent rate in the United States and 60 percent rate in Europe; spending on offshore outsourcing services is still three times higher in North American than in Europe, however.

More details about the outsourcing market are available in a new report, entitled Gartner on Outsourcing, 2007-2008, which you can get here. Gartner is also hosting the Outsourcing Summit in Washington, D.C., from May 19 through 21 to dice and slice the complex outsourcing market for its customers.

"Other countries will continue to emerge as challenges to India for a number of reasons," explained Ian Marriott, a research vice president at Gartner and one of the authors of the report. "Strong demand is putting a strain on the available Indian labor force, while staff attrition and cost increases remain high. Global companies continue to accelerate their demands for a presence in countries other than India, and providers are seeking to expand their geographic footprint of delivery centers accordingly. More-sophisticated buyers are seeking a multicountry strategy to minimize risk and align nearshore and offshore delivery centers with their primary time zones. Although India's offshore revenue will continue to grow, the country's share of total offshore spending will decline slightly in 2008."

In the business intelligence area, Gartner is projecting that growth will slow in the wake of vendor consolidation, price competition, and mature products and customer bases. With Oracle acquiring Hyperion, SAP buying BusinessObjects, and IBM buying Cognos, you might think that aggressive pricing might settle down now that some competition has been eliminated and something akin to an OPEC cartel for BI software would evolve. First of all, that would be illegal, and second, Oracle, SAP, and IBM did those BI acquisitions to be competitive and to sell more products and services to outside of the BI realm. Giving a sneak peak into the future of BI software and services sales, Gartner's analysts say that the market will grow more slowly at 12.5 percent in 2007 than the rate set in 2006, and that by 2011, when the market will crest above $7 billion globally, growth rates will be in the single digits. Gartner calculates the compound annual growth rate from 2007 through 2011 (inclusive) to be 8.6 percent, in fact.

Basically, the remaining BI software vendors are going to try to make it up in volume. With North America, Western Europe, and Japan already accounting for five-sixths of BI sales worldwide, you can bet that the remaining players will be chasing opportunities in fast-growing and green-field markets, such as Brazil, Russia, India, China, Singapore, Malaysia, and such. The mid-tier players, such as SAS, Microstrategy, and Information Builders are going to be fighting hard to compete, and smaller players such as Arcplan, Panorama, and Qliktech are going to have to ramp up their sales and marketing efforts, too. Luckily, the SMB space is large and underserved in so many markets, including BI software. For most SMB customers, business intelligence is synonymous with "Microsoft Excel."

BPAP sizes up China as an outsourcing market

MANILA, Philippines--Is China really worth looking as a business process outsourcing (BPO) market? Could be but not quite yet, according to the head of a local industry group.

The Philippine BPO industry has largely catered to US customers and most of the major players here have been spun out from American companies.

Oscar Sanez, head of the Business Process Association of the Philippines (BPAP), believes the industry remains "Western-centric."

"There is a lot more opportunity coming from these existing markets," Sanez said during an e-Services briefing last week.

The BPAP chief, however, does not completely discount China as a market for outsourced services. China itself is looking to become an outsourcing destination, investing in infrastructure necessary for BPO operations.

"From our understanding, the BPO market in China is already [there] but it addresses largely the domestic market," Sanez said. "But there could be room for support services that require English capability especially as more companies there become global."

One significant factor is cultural affinity. The Philippines is widely acknowledged for its affinity with Western culture, which makes it an ideal destination for US companies.

On the other hand, China is part of a larger Asian culture. The city of Dalian, for example, is reportedly becoming an outsourcing hub catering to Japanese and Korean companies.

"China represents a new frontier for us," Sanez said. "We need to understand a lot of things for us to devise a strategic plan on how to address potential opportunities."

Job fears as Widows chief talks of more ‘outsourcing’

THE head of Scottish Widows has admitted there is more scope for outsourcing within the company – but insists they will not be in “customer contact” areas.
More than 500 jobs have been lost to Edinburgh in the past three years, sparking fears of the gradual “erosion” of the firm’s Morrison Street headquarters.

Chief executive Archie Kane has admitted the process is not complete as he continues to oversee reform of the Lloyds TSB-owned insurer.

A major element of recent cost-cutting at the firm has been its focus on outsourcing.

In anmedia interview today, Mr Kane said: “We look at it from the point of view – does it make commercial sense and does it make operational sense to do these things.”

As well as jobs going to India, US bank State Street now handles much of the behind-the-scenes work at Scottish Widows Investment Partnership, Widows’ investment arm.

“What we will not do is outsource consumer contact,” Mr Kane said. “We own the contact with our customers, we have to stand and communicate face-to-face or via the telephone.

“But with things like medical underwriting or administrative processing that goes on behind the scenes, if it makes commercial sense to do it, we will avail ourselves of the opportunity to do so.”

He added the company always looked to improve “efficiency and effectiveness” but pointed out that had not decreased employment within its business in Scotland, where 4000 staff work.

Outsourcing Is Not A Synonym For Off-Shoring

It is interesting to note the amount of noise and controversy there is about a topic over which there is so much misunderstanding and that at times is used to stir fear, uncertainty and doubt. This topic is open to being cynically exploited because so many people do not really understand it.

The main confusion surrounds the words outsourcing and off shoring. The two words are used indiscriminately and invariably assumed or interpreted to mean the same or are synonyms. They are not.

One can outsource without offshoring and one can do offshoring without outsourcing. Therefore outsourcing work can be done anywhere in the world including in ones own country.

To outsource a service or a function merely means that one will no longer be performing that service or function within ones own corporation or in house but instead subcontract it out to some organization or company outside ones own.

One of the main objectives of outsourcing is to get something done by someone who is either an expert at that service or function, can do it more efficiently or cheaper or both. The main drivers for outsourcing really came from the need for subject matter experts (SME's) and achieving critical mass. Another major factor was the increasingly higher investments in plant and equipment required to keep an operation efficient and competitive.

The person who performs the function or service better and more efficiently than anyone else tends to have the most success in the market place.

So what happened that made outsourcing such a popular discipline and changed the world's traditional business models?

In the 1990's the market place began ruthlessly demanding lower prices, technology was advancing and changing at an increasingly rapid pace, but the investment necessary to produce all this complicated rapidly advancing technology at lower prices grew out of all proportion and soon became unaffordable for the smaller players.

One of the forerunners of outsourcing was the concept of Original Equipment Manufacturing (OEM). Many companies needed new products in a hurry, that they did not have the facilities for to produce, were operating at full capacity, did not have the money to build or it was not clear whether the product would be successful and worth the investment required.

So they started to look around for producers that had the expertise and could start production of these new products almost immediately at the right price. Therefore many corporations started subcontracting with other corporations to produce these products on their behalf and then stamping their logo on it as if the larger corporation had manufactured it in house.

Also, the combination of an inability to keep up with the investment required to keep an operation cost competitive and the concept of SME's forced organizations to contemplate their future and look at what their expertise was and what they wanted to be when they grew up. So each company looked at their strengths and weaknesses and focused on their subjects/things that they were expert in and shed/outsourced activities that they knew least about.

Thus the SME component manufacturing focused on component manufacturing, the SME assembly focused on assembling products, the SME transport focused on logistics and so forth in order to attain critical mass and survive.

The transportation industry is an interesting example; you may have noticed that all the big guys now call themselves logistics experts. Whilst looking at their strengths and weaknesses the transportation industry found out that they were experts at moving stuff from place to place (distribution), they further knew that in operating their business efficiently they used hubs, huge ware houses where they sorted picked and packed and shipped their customer's packages. Thus they were experts in logistics and started to offer their expertise to customers and offered them a bundled value proposition which included warehousing, distribution and logistics.

Bingo! They offered a specialty product of greater value in which they were the SME that would greatly increase the use of all their capital intensive assets in a sector that SME's in another sector were ready to shed or outsource.

As the above illustrates that outsourcing does not have to be offshoring, examples of domestic outsourcing e.g. FedEx, UPS, component suppliers to GM, Paychecks, ADP Total source and so on.
